The early years…
1993
While gathered for Thanksgiving in 1993, then Oregon Speaker of the House Larry Campbell, wife Karlyn, and sons Kevin, Craig, and Darin discussed the possibility of creating a family governmental affairs business.1994
In February of 1994, following the retirement of Larry from the Oregon Legislature, The Victory Group was launched as a Salem-based governmental affairs and association management firm dedicated to helping quality clients navigate the tricky waters of the Oregon Legislative process.Over the years, we have provided professional advocacy services for a broad range of corporations, organizations, and associations on a myriad of public policy issues before the legislature and regulatory agencies.
The Victory Group enjoys over three decades of experience in the Capitol and a strong reputation for effectively engaging legislators from a wide range of political perspectives to achieve client objectives.

Elevating our commitment to excellence, the Victory Group boasts a third generation of leadership, reinforced by the recent addition of Chloe (Campbell) Haller to our advocacy team and Chase Campbell as Director of Finance.2024
In February of 2024, The Victory Group will celebrate 30 years of distinction and achievement in legislative advocacy and association management.
